Pamela M. Woodman-Kaehler is the Social Worker and Liaison to the Cardiac Intensive Care Unit at WVU Medicine Children's Hospital Heart Center of Excellence. In this role, she develops and delivers innovative social work services while advancing program development toward strategic goals. 

Previously, Pam served as the inaugural Foster Care Ombudsman Director within the West Virginia Office of Inspector General. This independent service, created in 2019, improves child welfare by investigating and resolving complaints involving foster children and families, monitoring related legislation and policy, and reporting findings to drive system-wide improvement. She also worked as a Child Protective Services Worker in Harrison County, providing both investigative and ongoing casework services to children and families. 

Earlier in her career, Pam held executive leadership and consulting roles with multi-state responsibility for operations, finance, quality, and compliance in outpatient healthcare organizations. As an approved Independent Review Organization for the U.S. Office of Inspector General, she conducted compliance reviews for firms operating under federal Corporate Integrity Settlement Agreements.

Pam is active within WVU Medicine as a member of the Employee Experience Board and a Supporting YOU peer mentor. She has also held leadership roles in state and national organizations, including president of the West Virginia Medical Equipment Suppliers Association, member of the Medicare Jurisdiction C Council and Advisory Group, and member of the American Association for Homecare Regulatory Council.

Her community involvement includes serving as chair of the United Way of Monongalia & Preston Counties Board of Directors, where she and her family were recognized as the 2010 United Way Advocates of the Year. She has served as a board member for the Mountaineer Spay Neuter Assistance Program, the M.T. Pockets Community Theatre, and is a graduate of both Leadership Monongalia (2003) and Leadership West Virginia (2023). In 2021, she was honored as West Virginia Remarkable Woman by Nexstar Media Inc. and WBOY for her advocacy in child welfare. 

Pam remains a dedicated advocate for children and families. She has served as state coordinator for the federally mandated Citizen Review Panel for West Virginia’s Bureau of Children and Families and as a co-trainer for new foster/adoptive parents. She and her husband are a certified foster/adoptive home through the West Virginia Department of Human Services.
